1. Battery must be disconnected and best left off for ~10min prior to doing ANYTHING around the SRS system.

2. Removing the DS airbag is not subject to "local laws" - it is controlled by NHTSA. In brief "it is a federal offense to disable, remove or otherwise render inoperable any factory installed safety device"

Since 1972, manufacturers, distributors, dealers and motor vehicle repair businesses have been prohibited from knowingly "making inoperative" any part of a device or element of design that has been installed on or in a motor vehicle in compliance with a Federal Motor Vehicle Safety Standard (FMVSS). Examples of such modifications include removing airbags, modifying door latches or reducing available crush space.

Please see:

3. Technically you as an individual can remove / disable the SRS system on your car, however it is not advisable to encourage others to do so blindly either. You may encounter problems at resale, annual State safety inspections (if applies in your jurisdiction) or with your insurance in the event of an accident.

4. Insurance companies have been know to deny injury claims / coverage to persons which have disabled safety systems, didn't wear their seat belts etc.

5. In 94+ cars the passenger side bag will not deploy if the system is in a failed state (DS bag removed), therefore your passenger is put at greater risk in the event of an accident as well. That could make you liable for their injuries/death in the event of an accident.

6. Bottom line - this modification is at your own risk and is ill conceived.
